In January 2018, Minister Adamu had promised that the Federal Government would declare a “state of emergency” in education. That promise was never kept. We had looked forward to it and hoped it would provide the platform for a comprehensive reform of our educational system.
We were hoping that federal, state, and local governments, as well as private educators, would sit together and devise a new roadmap for education. Adamu did not explain why the idea failed. Additionally, in July this year, Buhari had promised to increase the federal education vote by 50 percent and ensure that by 2025 it would have risen to 100 percent.
In the 2022 budget, it has already failed on its promise, as Education got N1.29 billion, or 7.9 percent of the total appropriation of N16 billion. But these fledgling policy takes that doesn’t even take into account struggling sub-national governments may not get us very far.
To what extent will awarding these stipends to education students really attract better brains to the already troubled teaching profession? In most states, landing a teaching job requires a political connection, and politicians always favor their family members and party members, thus excluding many of the so-called “better brains.”
In any case, does being an Education student automatically make you a “better brain”? What is the guarantee that the beneficiaries of the bonanza (especially the talented ones) will not go abroad or ignore the signed bond and move on to other sectors?
The best way to attract the best brains into the teaching profession is to make teaching the highest paying job, as is done in the most advanced countries. School environments should be conducive to learning while ensuring teacher well-being and regular updates. A situation in which serving teachers and retirees are always on strike due to government negligence cannot sustainably attract the best to the profession.
